California LifeLine vs. Federal Lifeline: What's the Difference? (2026 Guide)
Federal Lifeline is a nationwide program giving $9.25/month off phone or internet. California LifeLine is an additional state-only program that stacks on top — adding up to $19.00/month. If you live in California and qualify, you may get both: up to $28.25/month off your service where the selected plan supports the full combined amount.

How the two programs stack
Think of it as two separate discounts on the same phone bill:
The federal program, run by the FCC via USAC. Available in every U.S. state + DC + Puerto Rico. Eligibility is checked by the National Verifier.
The California-only state program, run under CPUC oversight. Only California residents on a participating provider qualify. Stacks on top of federal Lifeline.
For many California residents on a participating provider, the combined discount means $0/month for unlimited talk, text, and a data allotment — plus a free phone from most providers.

One starting point, two verification tracks
Start with a California LifeLine participating provider or the official California LifeLine instructions. As of 2026, federal Lifeline eligibility uses the National Verifier in California, so complete every federal and state step shown during enrollment.
You'll need:
- Proof of program participation (Medi-Cal, CalFresh, SSI, etc.) or proof of household income
- Proof of identity (driver's license, state ID, passport, or tribal ID)
- A California residential address
Eligibility — federal vs. California
Every federal Lifeline qualifying program also qualifies you for California LifeLine. California adds a few California-specific programs you can qualify through — these don't apply in any other state:
- Medicaid / Medi-Cal
- SNAP / CalFresh
- SSI
- Federal Public Housing Assistance (Section 8)
- Veterans Pension and Survivors Benefit Programs
- WIC
- BIA General Assistance
- Tribal TANF / FDPIR / Head Start (tribal)
- Household income at or below 135% FPG
- CalWORKs / StanWORKs / WTW / GAIN
- LIHEAP
- Federal Pell Grant (current award year)
- National School Lunch Program (Free Lunch only)
If you qualify through any of these CA-only programs, you're eligible for California LifeLine even if you wouldn't qualify for federal Lifeline alone.
