How the two programs stack
Federal Lifeline is a nationwide FCC program giving $9.25/month off phone or internet service. It's administered by USAC.
PA Lifeline (Chapter 63) is a Pennsylvania-only supplement run by Pennsylvania Public Utility Commission. It stacks on top of the federal benefit — you get both.
The good news: you don't apply to both separately. When you enroll with a participating Lifeline provider in Pennsylvania, one application handles everything. The provider coordinates enrollment in both programs.
