AT&T's ACP discount ended with the federal program in June 2024, but AT&T Access — the company's own low-income program, running since 2016 — is still active. It offers home internet at $10-30/month for households on SNAP, SSI, or Veterans Pension, or with income at or below 200% of Federal Poverty Guidelines. AT&T and the ACP: what changed
AT&T (and its prepaid brand Cricket) participated in the Affordable Connectivity Program until federal funding ran out on June 1, 2024. The up-to-$30/month ACP credit is gone and cannot be re-applied to any AT&T plan. What survived is AT&T Access — AT&T's own low-income internet program, which predates ACP and was expanded after it ended. How AT&T Access works
AT&T Access is AT&T's low-income internet program, active since 2016 and expanded multiple times since ACP ended. Qualifying households get home internet at $10-30/month depending on available speeds in their area. Speeds typically range from 25 Mbps to 100 Mbps. Service includes AT&T-provided Wi-Fi modem and router at no additional cost.
Who qualifies
Any household that participates in SNAP (food stamps), SSI (Supplemental Security Income), or Veterans Pension / Survivors Benefit qualifies. Additionally, households with income at or below 200% of the Federal Poverty Guidelines qualify (higher than the 135% Lifeline threshold).
Stacking with federal Lifeline
You can apply the $9.25/month federal Lifeline benefit toward AT&T Access service — effectively reducing the $10-30/month price by that much. Net cost after Lifeline is typically $0-20/month. To stack, apply for Lifeline first through USAC's National Verifier, then transfer the benefit to AT&T during signup.
Coverage and availability
AT&T Access is available in 21 states where AT&T provides consumer internet service: AR, CA, FL, GA, IL, IN, KS, KY, LA, MI, MO, MS, NC, NV, OH, OK, SC, TN, TX, WI. Availability within those states depends on whether AT&T has fiber or DSL service at your address. Check at att.com/access.
Does AT&T offer a free wireless government phone?
Not the way the Lifeline phone brands do. AT&T participates in Lifeline as a discount — up to $9.25/month off eligible AT&T service, and only in the states and service areas where AT&T is a designated Lifeline carrier. That's a bill reduction on plans you pay for, not a $0 plan with a free device.
